For the first time in its history, the Hong Kong Special Administrative Region (HKSAR) is formulating its own First Five-Year Plan for Economic and Social Development (2026–2030). This landmark blueprint aligns with the National 15th Five-Year Plan and serves as a comprehensive action agenda to drive Hong Kong’s long-term, high-quality development.
By mapping out strategic directions across the economy, infrastructure, green transition, and vital livelihood areas like healthcare, the Plan aims to leverage Hong Kong’s unique advantages while actualizing a "people-oriented" governance philosophy.
Recognizing the strategic importance of this historic blueprint, the Hong Kong Chiropractors Association (HKCA) submitted a comprehensive proposal on 14 May 2026 to Legislative Council Member Dr. Hon David Lam Tzit-yuen. Our submission outlines four priority areas aimed at strengthening public protection, enhancing primary healthcare integration, and upholding professional standards over the next five years.
Public safety must remain our top priority. Currently, a loophole exists allowing non-regulated "pain centres" to operate without adequate oversight, posing significant public health risks. We are proposing comprehensive regulatory oversight to eliminate these risks.
To build a truly resilient healthcare system, chiropractic care must be seamlessly integrated into the primary healthcare network. Our advocacy focuses on including registered chiropractors in the Government’s Primary Care Directory.
High-quality care requires a commitment to lifelong learning. We are urgently calling for the amendment of the Chiropractors Registration Ordinance (Cap. 428) to mandate Continuing Professional Development (CPD) for practising certificate renewal.
To secure the future of the profession, we must build local talent. We propose the establishment of a locally accredited chiropractic undergraduate programme, partnering local universities with top-tier international institutions.
The HKSAR’s First Five-Year Plan is a golden opportunity to future-proof our healthcare system. By addressing regulatory gaps, integrating into primary care, mandating continuous education, and investing in local talent, the chiropractic profession is ready to play a pivotal role in Hong Kong’s high-quality development.
